Expectations of Ethics
It is understood that all 4H judges will adhere to the
following expectations:

worthy of trust, honor and confidence.

responsible, accountable, and self-disciplined in the
pursuit of excellence.

caring in my relationships with others.

aware that my actions and decisions affect others and
strive to be a contributing and law-abiding citizen.
Code of
Conduct
As a judge
in the New England 4-H Horse program I agree to:
-
Place
each class in accordance with the rules and class
specifications of the New England 4-H Horse Show Rules
and Guidelines.
-
Be
courteous and respectful, demonstrate good sportsmanship
and deal with conflicts in a tactful manner.
-
Under
no circumstances allow the consumption of alcohol or use
of illegal drugs or be under the influence of illegal
drugs.
-
Be a
positive role model for youth.
-
Refrain
from unacceptable practices such as verbal or physical
abuse, lack of compliance with anti-discrimination laws,
or committing criminal acts.
-
Accept
direction and support from salaried Extension staff or
selected management volunteers.
-
Treat
animals humanely and expect 4-H participants to do the
same or suffer dismissal from the show grounds.
I
have been provided with the opportunity to review the above
code of conduct and have been given the opportunity to ask
questions, and any questions have been answered
satisfactorily. By signing below, I acknowledge that I have
read and agree to adhere to the code of conduct described in
this document. I understand that failure to comply with
this code of conduct may result in disciplinary action or
termination as a Horse and Pony Judge for the New England

Title
Requirements for Inclusion on Skilled A, Skilled B, or
Learner New England 4-H Horse Judges List
Listed below are the requirements for judges to be included
on each of the three lists (these are in addition to the
requirements listed in the application form and completion
of the application form; which must be submitted annually).
Skilled A
List
– These are experienced judges who would be qualified and
interested in judging large shows, including
County/Regional/State Shows. These judges should be able to
effectively run a large show.

Must
have judged at least one County/Regional/State
Show in the last 5 years.
-
Must
have a national breed card OR 10
years experience (judging at least 30 shows over the
last 10 years)
-
Must
submit at least 3 evaluations per year to the New
England 4-H Horse Program Committee.
-
Must
have successfully completed an interview to move
to this list. (Interview times will be scheduled as
needed.)
-
Must
annually pass the rulebook test with a score of 85%.
-
Must
attend one of the 3 accepted judge’s schools
every three years and pass the live judging with
a minimum score of 70% (105 out of 150 points).
Skilled B
List
– These are experienced judges qualified and interested in
judging most shows. May or may not be interested in judging
extremely large shows.
-
Must
have 3 reference letters from show managers or
experienced horse people familiar with the individual’s
judging. The reference letter should explain the
writer’s qualifications to submit such letter.

Must
submit at least 3 evaluations per year to the New
England 4-H Horse Program Committee.
-
Must
annually pass the rulebook test with a score of 85%.

Must
attend one of the 3 accepted judge’s schools
every 3 years and pass the live judging with a
minimum score of 70% (105 out of 150 points). On
initial application must complete the live judging
portion with the same above score.
Learner
List
– This list is for those just embarking on their judging
career. Judges should obtain training opportunities so that
they can move up to the Skilled B list.

Complete live judging portion of Judge’s school
(with a score of 70%) and take judge’s test
(scoring an 85%).

Judges
moving from the learner list to the Skilled B
list must have learner judged with 3
experienced judges within a two-year time span,
and turned in acceptable evaluations to the New England
4-H Horse Program Committee.
