Welcome
to 4-H
Participation in the Houlton Fair is a
chance for 4-H members to be recognized for the projects they have done
and skills they have gained over the past 4-H year. Club members and
independents who are members in good standing in their County 4-H
program from any part of Maine are eligible to compete for premiums at
the Houlton Fair provided County and State 4-H rules and regulations are
followed. No entry fees are charged for 4-H events.
Remember that our Cloverbud members
(ages 5-8) have their own rules and guidelines under the new Maine
Cloverbud policy. Cloverbuds participate in non-competitive events only.

Extension Office for more details
4-H Exhibit Hall
4-H Exhibits entered at the Exhibit Hall
should reflect on-going work done by the member in their project
area during this 4-H year. Life Skills Wheels/Judging cards must
accompany each project. Cloverbuds have a special form and use of the
life skills wheel is optional. Although project records are not
collected at the fair, members are expected to submit a project record
on any project area exhibited. 4-H members from any county in Maine may
enter exhibits, but should check with the Houlton Extension Office for
rules that may differ from those in their county.
4-H volunteers
and members should check the 4-H newsletter or call the Extension Office
to find out times that club exhibits and projects may be delivered to
the Exhibit Hall. Each club will be responsible for setting up their
members’ entries. Judging will take place on the afternoon of July 1.
4-H members, parents, and volunteers may not be present during the
judging. All displays must be picked up between 9 a.m. and noon on
Monday July 6. Projects removed prior to this time will not receive
premiums.

Your club’s
4-H Club Exhibit should tell the public about the 4-H theme as well as
some special information about your club and its projects and
activities. Our theme reflects 2009 as the International Year of
Astronomy! Your display should illustrate how the leadership and
citizenship skills 4-H members use in their clubs, their communities,
their country and their world have a positive impact both now and into
the future. Exhibits should be constructed by the club members with
guidance from the adult volunteers

Once again this year, we are going to have a sign
contest. It is for EVERYONE! If you have one or more animals, you can
make a sign or signs to put over your stalls or pens. If you don’t have
an animal, you can still enter a sign and we will hang those in the
Exhibit Hall/Animal Exhibit which will really make it look great!
There will be 3 age categories this year – a
non-competitive class for Cloverbuds, a class for 9-13 year olds and a
class for 14-18 year olds. All entries must follow the rules found in
the 2009 Exhibit Hall Guide.

Ribbons will be awarded to recognize a unique or outstanding project,
exemplifying an unusually high degree of creativity, care, time or
research, by the 4-H member
Rules:
Exhibits may be submitted by enrolled
4-H members in Maine. Projects must be those currently carried by the
member and entries must be produced or prepared during the current 4-H
year.
Members may enter only one
exhibit per category except where multiple classes are listed. In that
case, one entry per class will be allowed. Multiple items will be
entered and judged as one project.
3. Each exhibit
must be accompanied by a fully and accurately completed exhibit card and
a Life Skills Wheel.
4. The exhibits displayed must
represent the efforts of 4-H member and no one else.
5. Project using
kits may not be entered except in categories where it is noted to be OK.
If you are not sure if your project is considered a kit, please
contact the Extension Office.
6. If the project was done for school, it may only be entered if
it is accompanied by a project record showing how it was also 4-H
project!
7. Exhibits from
members 9-18 years old are to be judged by the Danish System. Exhibits
done by member ages 5-8 will receive feedback, but will not be ranked.

4-H LIVESTOCK
Entry is open to
all 4-H members from Aroostook, Penobscot, and Washington counties,
Maine and Carleton County, NB, Canada and to other members who request
to attend based on available space.
No entry fees are
required for 4-H classes.
4-H members who
will need pen or stall space should contact the Houlton Office as soon

Exhibitor
of Character Awards
Raising, showing,
and marketing livestock is an important project area for many Maine 4-H
members. Character education, a key piece of the 4-H plan of work, has
an important role to play in livestock work. The “Exhibiting Character”
Awards program seeks to recognize 4-H livestock exhibitors who show
exemplary character at Maine fairs. This recognition program strives to
highlight for 4H members, parents, adult volunteers, judges, fair
officials and the public about the importance of ethical behavior and
decision making. Specific criteria based on the good character pillars
of trustworthiness, respect, responsibility, fairness, caring, and
citizenship may be obtained from the County 4-H office.
4-H Livestock Special Notices
*1. 4-H Families
are reminded that alcohol and drug possession or use by members on the
fairgrounds is strictly prohibited. Members who violate this rule will
be ineligible to show. All family members are reminded that state and
local alcohol laws must be obeyed. 4-H members are expected to show
respectful behavior to each other, to adults and family members, and to
the public at all times.
*2. Any animal which cannot be
controlled by its handler will be returned immediately to the barn and
is disqualified.
*3. Only handlers
and judges allowed in the show ring.
*4. All
animals/breeds with an approved rabies vaccine should be inoculated
before arrival at the fair.
*5. All animals
must be in good health. Upon arriving at the fairground, all 4-H
animals should be inspected by the Livestock superintendent, and if
found unfit must be returned home. Evidence of ringworm, warts, mange,
foot rot, sore mouth, or any other infectious condition or disease will
be cause for removal. Animals with these conditions may not be
exhibited at any other fair until cleared by the State Veterinarian and
released by the Division of Animal Industry. Warts may not be removed
on the Fairgrounds.
*6. All animals
must be properly cared for while at the fair.
*7. Animals
belonging to 9-18 year old 4-H members must be cared for and prepared
for showing by that member. Members may be assisted only by other
members. If there is a safety concern, an adult should be close enough
to intervene when necessary for the safety of the members or
bystanders. 4-H Cloverbuds, ages 5 through 8 may not handle animals
alone. Cloverbuds working with an animal of any size must do so with an
adult or older teen having ultimate control of the animal at all times.
*8. All animals
being shown, with the exception of rabbits, poultry and small pets (not
including dogs), must have an Animal Approval Form on file in the
Extension Office by the required date. Members must have an embossed
copy of this form with them at the fair. This form must be presented to
the 4-H Professional before the show begins. 4-H Cloverbuds are not
required to have animal approval forms.
*9. All animals
must be housed in the assigned areas.
*10. All animals
must be on the fairground by midnight Wednesday July 1. Exceptions must
be cleared with the Fair Livestock superintendents.
*11. Substitutions
of livestock may be made as long as the substituted animal is on the
Animal Approval Form and the 4-H superintendent is notified before the
show.
Note: All Houlton Livestock Rules
and Regulations apply to 4-H livestock except that 4-H livestock classes
have no entry fees.

Regulations for 4-H Animal Shows at Maine
Agricultural Fairs Adopted 12/07
- "4-H Age" is
defined as the age of the 4-H member as of December 31 of the
current 4-H year. All ages below are "4-H Ages."
·
4-H exhibitors must be 9
through 18 years of age in order to show competitively in any 4-H animal
show.
·
4-H members age 8 may
participate in non-competitive demonstration shows using a rabbit, dog,
kid goat, non-market lamb, piglet, or non-market calf. One-on-one
supervision by an adult or older teen is required. All participants will
receive identical forms of recognition of participation. (See Cloverbud
Policy)
·
4-H members age 5 through
7 may participate in a skill-a-thon, educational clinic or other public
educational activity with one rabbit, dog, kid goat, non-market lamb or
piglet, or calf. One-on-one supervision by an adult or experienced
older teen having ultimate control of the animal is required. All
participants will receive identical forms of recognition of
participation.
- All shows will
require that exhibitors ages 9 through 18 present the standard
Approval Form for 4-H Animal Shows .
- Each animal
must be listed on only one member’s approval form with the exception
of horse. Two members who are not siblings or all the children from
one family may share the same horse.
- Since animal
approval forms document animal projects, Cloverbud members will not
be required to use Animal Approval Forms for their animal
activities.
- 4-H members
ages 9 through 18 must fit any animals they show. Members ages 5
through 8 may assist an adult or older 4-H member in fitting their
animal with the amount of hands-on participation related to the
skills and abilities of the younger member.
- 4-H members 9
through 18 may use leased animals in 4-H shows.
Non-competitive
learning events will be held for 5 to 7 year old members with goats,
sheep, rabbits, and dog. One-on-one supervision by an adult or older
teen is required. All participants will receive identical forms of
recognition of participation. (See Cloverbud Policy).

2009 Horse Vaccination Requirements
“4-Hers
attending 4-H horse events in 2009 must provide proof of current, annual
vaccination for Rabies as well as a current Coggins test done by a
veterinarian. EVH-1 and Equine Influenza are also required, and
administered within six months of your last 4-H horse event of the
season. Horse owners may,
however, administer their own EVH-1 and Equine Influenza inoculations
and a sales receipt will be sufficient evidence for proof of
vaccination.”
Day of show,
Registration starts at 8 am, the show starts promptly at 9 am. Please
submit an Intent to Participate form before the show. You will need to
present your embossed animal approval form, a current Coggins
Certificate and proof of EVH-1 and Equine Influenza vaccination to the
show secretary in order to register. . Numbers & class lists will be
available at the announcer’s table.
Riders may show in
both English and Western seats as long as the judge does not determine
that the horse is over-tired.

4-H Horse Show Rules
1. A current
Certificate of Coggins and proof of required vaccination must be
presented at time of show.
2. All riders must
participate in both Showmanship and Equitation classes.
3. All riders
(English & Western) must wear an ASTM/SEI certified helmet at all times
when mounted
anywhere on the fairgrounds.
4. Horse being
shown must be listed on member’s signed and embossed Animal Approval
Form.
5. Exhibitor may
show only one horse. Two riders may share one horse as long as it
appears
on both
members’ Animal Approval Form & they ride in different categories.
6. 4-H members may
show leased horses. Lease forms must be on file in the Houlton Office by
April 1, 2009 in order for the member to participate in this show.
7. Junior
exhibitors ages 9-13. Seniors ages 14 to 18. Walk/Trot category is for
riders who have never shown at a canter and who have not earned a
Grand or Reserve award in Walk Trot in any horse show. All ages as of
January 1st, 2009.
8. Any horse that
is unmanageable and cannot be controlled by its rider, or is overtired,
in the opinion of the judge, will be excused from the ring. The animal
will be allowed to continue in the show at the Judge’s discretion.
9. All grooming,
stable work and show preparation is to be done by the 4-H member.
Members may
be assisted by other members. Parents & adult volunteers should be
present as younger members work, to intervene only in case of a safety
emergency.
10. No Stallions!
11. Judge’s
decisions are final.
12. Proper English
and Western attire must be worn. Western: boots, pants, long sleeved
shirt, tie is highly recommended, no chaps. English: boots, jodhpurs &

Rules:
1. Intermediate( 9-11), and
Junior (12-14) exhibitors may show only one dog.
Seniors (15-19) may show two dogs
2.
Any sick or unmanageable dogs will be dismissed from the show.

Leased dogs are allowed, providing lease form is filed with the
Extension Office by June 1, 2009.
4. Proof of rabies vaccinations and a
license and an Animal Approval Form must be presented at the beginning
of the show.

Seniors may show only one animal in Showmanship and Fitting and
Obedience
6. Dogs need not be purebred or registered.

Exhibitors must use approved equipment (exact requirements will be
announced in the 4-H newsletter and on the website)

Dogs under 6 months are not allowed to compete.

No females in season allowed on the fairgrounds.
10. A dog may be shown by more than one
family member as long as they are in separate projects. Example:
Obedience is one project, Showmanship is one project.

Exhibitors will keep their dogs under control and on leash while on the
fairgrounds except when participating in the ring and judging. 4-H dogs
permitted in the 4-H dog show area only. Dogs may be crated, but never
unattended.

4-Hers are judged on knowledge about dog’s health, parts of the dog,
handler’s appearance and attitude, grooming, and handling of the dog.

Class 1`
Showmanship:
The showmanship performance
consists of a poised, confident, neatly attired handler whose alpaca is
prepared to a clean condition and performs the required
movements with promptness and willingness
Class 2 Obstacle
courses
Alpaca is taken thru different obstacles in the shortest time without
moving the obstacle. The obstacle can be some of the
following; Doorway, Pass-Thru Ring, Tunnel, Petting, Clothesline,
Ramp/Stairs, Fan, Surprise Animal, Backing, Tail/Foot/Ear/Teeth,
Jumps, Agility, Side Pass, Bridge, Serpentine, Teeter-Totter, Change of
Pace, Water Hazard, Loading into a trailer.
Class 3 Costume:
Youth are required to construct a costume for themselves and the
alpaca. The class is judged on originality and complexity of
costume. A short story to describe the characters the youth and alpaca
are representing is to be prepared by the youth and handed into the ring
steward prior to the class. It will be read by the announcer while the
youth and alpaca parade around the ring. The class is judged on
originality and complexity of costume.
Class 4
Communication Clinics:
An
oral presentation about different aspects of alpacas: Shearing,
Reproduction, Feeding, Worming, Grooming, Conformation, and others.
The presentation should be between 5 and 10 minutes and will be
presented to the audience as an educational demonstration during the
show.
