Criteria for Setting Priorities

PLT Contacts Meeting
May 7, 2004
Notes provided by Doug Babkirk

At the recent PLT contacts meeting we discussed the value of creating and using clear criteria for setting priorities among the issues UMCE will address in the next POW and the programs that we will continue, develop or end in response to these priorities.

To help the process along, I am attaching two lists of criteria that the AC uses in resource allocation decisions -- criteria that grew out of the New Action for Maine Extension (NAME) strategic planning process a few years ago. They likely will need refinement in applying them as criteria for ranking issues from the statewide needs assessment and then deciding how we will address those issues as we move deeper into the state POW planning process.

Other questions we as individual program staff ask ourselves when contracting for new or ongoing commitments could be tailored to fit UMCE as an organization in deciding what issues to address and what initiatives to pursue:

  • How does the request/issue/need align with UMCE's mission? With my/our plan of work? If it does not, is it worth pursuing and why? What would I/we need to defer or let go of in order to pick up this new activity? Or do I/we need to just let it go and perhaps refer the request on to another resource?
  • If there is POW alignment, do I/we have the time available to do this well? Are there others with whom I/we could partner in achieving the goals of the initiative or project?
  • What do I/we have to offer in addressing this public or organizational issue/goal?
  • Is there another resource, person, agency that could more effectively address the issue/request?
  • As an educator/organization, how will I/we contribute to the building of others' capacities to achieve the goals for this initiative?
  • How will I/we be able to account for my/our time allocated to this initiative and show impacts of my/our work in the short and long run?
  • By UMCE becoming involved in this initiative, what do I/we bring to the table and how can I/we make this explicit in contracting with the client/audience?
